Noam begins his talk at 19:17 in.
On November 10, 2001, Noam Chomsky spoke in Chennai, India, on the topic: “September 11th and its Aftermath. Where is the World Heading?” After his speech, he takes questions from the audience. The Q&A is particularly interesting – it starts at 1:29:11 in.

The source was a VHS tape transfer, probably a copy from a non-NTSC tape source. The audio was quite noisy, with evident damage to the tape. Using digital noise reduction, and some experimental tricks – a long process – I managed to improve the sound markedly, giving it over 50 decibels of dynamic range for most of the event. There is some artifacting present during the Q&A at moments, but its not too distracting. Then I went over the sound, second by second, removing hundreds of clicks, pops, and microphone clipping incidents, etc. Altogether about a 30 hour effort, but worth it for this important event.
As there was music near the beginning, it was necessary to remove it due to copyright considerations.
The picture suffered from several difficulties, most notably it was not stable vertically, jumping up and down unpredictably. Using a stabilizer helped some, though it still has trouble, as you can see. I also messed around with the color and contrast a bit to improve it.
